Gen Zers are starting their careers and Millennials are taking on leadership positions within our organizations. In a refreshing way, we will explore the numerous positive characteristics they bring to our organizations and how to utilize their unique skillsets. We will study how different generations were raised and how it has molded them into the employees they are today. We’ll discuss how to create a healthy work/life environment that allows us all to not just survive but thrive and build an incredible career that allows us to retire with purpose and in good health.

Bio:
Col. Brenda Dietzman (Ret.) has over 28 years of law enforcement and corrections experience. In 2019, she retired from the Sedgwick County Sheriff’s Office in Wichita, Kansas as the undersheriff in charge of jail operations. During her time in law enforcement, she also served as the captain in charge of the Patrol Division and the Judicial Division, a lieutenant, sergeant, detective, and a road patrol deputy.

She is an IADLEST internationally certified trainer and has presented to national and international audiences. She has also served as a subject matter expert for the International Association of Chiefs of Police (IACP), American Jail Association and has written articles for numerous national publications.

She has a Bachelor of Science degree in Administration of Justice from Wichita State University. She enjoys traveling, photography, mountain biking, meditation and reading. She is married and has three adorable rescue dogs.

The demand for competency to stand trial evaluation for individuals across the U.S. has increased significantly in recent years. Judicial determinations of individuals adjudicated incompetent to proceed though likely to regain competency have also increased. Related treatment providers and agencies have been challenged to find ways to bolster and adapt existing options and to “think outside the box” in providing services consistent with best practices for persons needing monitoring and/or treatment to competency services. Goals of this presentation include: (1) to provide an overview of the competency crisis, with a focus on Wisconsin; and, (2) to review best practices for managing individuals adjudicated incompetent and pending treatment to competency.

Bios:

Deborah Collins, Psy.D., ABPP (Forensic)
Licensed Psychologist

Dr. Collins, a board-certified forensic psychologist since 2005, is the President of Behavioral Consultants, Inc (BCI). She manages a private practice clinic providing forensic evaluation and treatment services, in part, through contracts with DHS and other public and private agencies. Licensed in Wisconsin and Michigan, she maintains an independent private practice in which she receives referrals from courts and attorneys to conduct a variety of forensic mental health evaluations of adults and juveniles. She has extensive experience consulting with attorneys and courts, writing forensic reports and routinely provides expert testimony in criminal and civil matters.

Christina Engen, Ph.D., ABPP (Forensic)
Licensed Psychologist

Dr. Engen is a board-certified forensic psychologist, practicing with Behavioral Consultants, Inc. and the Wisconsin Forensic Unit since 2011 in the area of criminal forensic psychology. A major focus of Dr. Engen’s work is evaluation of competency to proceed and treatment to competency. With the onset of the competency crisis, she led program development to address high volume referrals for treatment to competency in the jail setting. Collaborating with jail administration and mental health teams, she specializes in competency restoration of high-acuity defendants. In 2019, she was appointed Clinical Director of the Jail Based Competency Restoration Program, which operates in 39 of Wisconsin’s counties.

Brooke E. Lundbohm, Psy.D.
Licensed Psychologist

Dr. Lundbohm is a licensed psychologist with expertise in forensic psychology. Since beginning her career with Behavioral Consultants, Inc., in 2009, she has completed thousands of psychological assessments through the juvenile, criminal, and civil courts. In addition, since 2015, she has served as the Clinical Director for the Outpatient Competency Restoration Program (OCRP); a program that provides adult defendants the opportunity to participate in remediation services in place of their admission to the state institutional setting. She has been qualified as an expert witness in multiple jurisdictions across Wisconsin. Her areas of specialty include competency to proceed, competency restoration, mental responsibility, conditional release, waiver/reverse waiver, and guardianship.

Sheriff Errol Toulon & Correction Officer Investigator Lieutenant Shawn Springsteen, The Corrections Intelligence Center & Suffolk County Sheriff’s Department Yaphank, NY

The Suffolk County Sheriff’s Office Intelligence Bureau will present on the value of utilizing information held inside Correctional Facilities to assist in operational safety inside facilities as well as proactively working with policing partners to assist in Criminal Investigations. The presentation will focus on the mission of the Intelligence Bureau, the technology and techniques utilized to extract information from within a corrections environment, and the creation of the first of its kind, in person, Correction’s Intelligence Center (C.I.C.). The Corrections Intelligence Center’s information is shared with participating agencies on a local, regional, national and international level to help identify criminological trends that threaten the safety of Correctional Facilities and their communities. Through in person and virtual collaboration at the Corrections Intelligence Center, we are able to generate and disseminate intelligence products to identify tactics and methods along with criminal/SRG networks with the intention of proactively combating threats to correctional facilities that transcends jurisdictional lines. This presentation will also highlight our agency’s official partnership with El Salvador with the mission of combating transnational gang activity.

Bio:
Dr. Errol D. Toulon, Jr. is Suffolk County, New York’s 67th Sheriff and the County’s first African American to be elected to a non-judicial countywide office. Now in his second term as Suffolk’s highest-ranking law enforcement official, he continues to serve and protect the county’s 1.5 million residents through innovative programs to reduce crime and recidivism. Early in his first term, he reorganized departments into multi-disciplinary teams focused on corrections intelligence gathering, gang activity, and human trafficking. A three-time cancer survivor, Sheriff Toulon is dedicated to giving back to the community and working directly with young people. Sheriff Toulon has launched many school-based programs including the Sandy Hook Promise Initiative and the Sheriff’s Student Ambassador Program in addition to programs offered by the Office’s robust Community Relations Unit. In 2018, Sheriff Toulon introduced the first full-time anti-trafficking unit in a jail which has helped to identify over 300 trafficking victims and 200 traffickers while aiding partner law enforcement agencies with numerous investigations. Under Sheriff Toulon’s lead, the Suffolk County Sheriff’s Office has taken active roles in numerous law enforcement taskforces, including the Gilgo Beach Homicide Task Force, utilizing corrections intelligence gathering techniques to help partner agencies solve and prevent crimes. In 2023, he created the Corrections Intelligence Center, a first-of-its-kind jail intelligence network that shares data, trends, best practices and potential threats across jails and prisons. Additionally, Sheriff Toulon adopts a hands-on strategy to combat gang violence in our communities and has traveled extensively, including to El Salvador, to deepen his understanding of gang operations. He is the first American to tour El Salvador’s CECOT, a maximum-security prison designed especially for gang members. Sheriff Toulon has been recognized by countless distinguished organizations for his work in law enforcement. His accolades include awards from Corrections USA, American Red Cross, Long Island NAACP, ASIS International, Touro Law Center, Times Beacon Record, City & State Magazine and NOBLE NY. He is an active member of several renowned organizations including the Major County Sheriffs of America where he was recently appointed to their Intelligence Commanders Committee. Toulon also serves on several boards including the Sandy Hook Promise Advisory Board, National Association of Counties, New York State Municipal Police Training Council, Stony Brook University Council and the Center for Criminal Justice Studies at Farmingdale State College. Prior to serving as Suffolk County Sheriff, Toulon worked for 25 years with the New York City Department of Correction, culminating as the Deputy Commissioner of Operations. He received his bachelor’s degree in business administration from Monroe College, a master’s degree in business administration and a doctorate in Educational Administration from Dowling College; an advanced certificate in Homeland Security Management from Long Island University, and he attended leadership courses at the JFK School of Government at Harvard University.
