Human trafficking networks and their criminal operations often intersect with the corrections system. This discussion explores the critical, yet often underutilized, role that corrections intelligence can play in identifying, disrupting, and dismantling trafficking operations. We will examine how intelligence gathered within correctional facilities can drive proactive investigations beyond the prison walls. We will discuss the tools, strategies, and collaborations that leverage inmate communications and other forms of institutional intelligence to uncover trafficking networks, identify victims, and prosecute perpetrators.

Melissa Rassmussen, Lieutenant and Amber Rozek, Lieutenant, Winnebago County Sheriff's OfficePeer-Led Recovery in Corrections: Building a Recovery Pod with Purpose
We will explore how our facility implemented a Recovery Pod model to address substance use disorders within our jail population. This innovative approach uses the power of peer-led support by incorporating Recovery Coaches—individuals with lived experience who have successfully navigated their own recovery journeys. The Recovery Pods are designated housing units within the jail that provide a structured, supportive environment focused on rehabilitation and personal growth. Key components of this session include how the program came to be, daily operations, programming structure and inmate eligibility, as well as the collaborative partnerships between Solutions Recovery, the Department of Human Services and the Winnebago County Sheriff's Office.
Pathways to Healing: Jail-Based Recovery and Diversion for Frequent Jail Users
This session highlights two different collaborative efforts to address the root causes of repeated incarceration through the Jail Recovery Pod and the District Attorney’s High-Frequency Diversion Program. These initiatives prioritize treatment, support, and stability over punishment—offering new hope for individuals cycling in and out of the justice system due to mental health and substance use issues. The Recovery Pod is a separate housing unit inside the jail where individuals can take part in daily programs that support treatment and change. The goal is to create a safe and structured space where people can begin their recovery journey. The High-Frequency Diversion Program is aimed at people who are frequently arrested and booked into jail—often for low-level, non-violent offenses that are tied to mental illness, substance use, or homelessness. The goal is to interrupt the cycle by offering a structured pathway out of the justice system and into treatment, stability and long-term support.
